Well they have tried to do this, but the dust storms on Mars are just too strong and the dust is too enveloping. It gets everywhere!!

This is probably Sheila’s area of expertise being more details on probes. My guess would be that the panels are extremely sensitive, and that any abraisive brushing might damage the panels.
